Ex-ante conditionalities in cohesion policy

The purpose of this note is to provide an overview and assessment of the ex-ante conditionalities, fulfilment criteria and delivery mechanisms outlined in Annex IV and art. 17 of the Common Provisions Regulation (CRP). In particular, the note provides :i) a description of the rationale underpinning ex-ante conditionalities; ii) an assessment of the thoroughness of the proposed ex-ante conditionalities and fulfilment criteria; iii) an assessment of the thoroughness of the delivery mechanism envisaged for applying the ex-ante conditionalities framework; iv) conclusions and recommendations on how to improve the proposed mechanism. The note draws on a literature review of available policy documents concerning Cohesion Policy and desk research on similar frameworks developed by other international organisations, such as the World Bank and the International Monetary Fund (IMF). In addition, an in-depth desk analysis was carried out on three selected ex-ante conditionalities, one general and two thematic.
