OPEN POSITION FOR A POLICY ANALYST – EVALUATION & IMPACT ASSESSMENT OF EU LEGISLATION

We are looking for a Policy Analyst with 4–5 years of relevant professional experience to join CSIL Policy Advisory and Evaluation team. The role focuses on evaluating and impact-assessing EU legislation in the areas of industrial and digital policy. Particular emphasis is placed on the sustainability dimension of industrial policy, including product-related legislation such as the Ecodesign Directive and the proposed Ecodesign for Sustainable Products Regulation (ESPR).

The selected candidate will contribute to studies conducted in line with the European Commission’s Better Regulation Guidelines, including ex ante impact assessments, ex post evaluations, and fitness checks of EU legislation.

Key responsibilities: 

  • Lead and contribute to the research outputs, including drafting evaluation reports, impact assessments, policy briefs, and tender proposals in English.
  • Design and implement methodological approaches for policy evaluation and impact assessment of regulations.
  • Conduct documentary and legal reviews contributing to the evaluation and impact assessment of EU legislation.
  • Collect, process, and interpret data to support evidence-based analysis.
  • Engage with stakeholders: conduct interviews with policymakers, industry stakeholders, and experts, present research findings to clients and stakeholders at workshops and public events, and liaise with external experts, partners, and clients across Europe.

Essential qualifications and experience:

  • Master’s degree or PhD in Public Policy, Law, Economics, Political Science, or related fields, with an excellent academic record (final grade of the Master’s degree above 100/110 in the Italian system or equivalent).
  • Minimum 4-5 years of relevant work experience in public policy evaluation, regulatory impact assessment, or related analytical roles.
  • Solid knowledge of EU policy-making processes, particularly the Better Regulation Guidelines, Impact Assessment (IA) tools, cost-benefit analysis of EU legislation, and ex post evaluation methodologies applied to policies, programmes, or legislation.
  • Experience with product legislation and sustainability policies.
  • Fluency in English (C1 or C2), ideally supported by a language certificate.
  • Strong writing and presentation skills.
  • Excellent knowledge of MS Office Tools (Word, Excel, PowerPoint)

Desirable Assets:

  • Legal expertise or training.
  • Knowledge of additional EU languages.
  • Experience working directly with EU institutions or international organisations.
