Senior Advisor

Gianni Carbonaro is a senior advisor with wide-ranging expertise in methods for the financial and economic evaluation and impact assessment of investment projects and policies.

His expertise covers urban and regional economics, energy policy, transportation analysis, infrastructure strategies, cost-benefit analysis, and European networks. As an independent consultant, his work has covered cost-benefit analysis (including energy efficiency and sustainability), smart city investments, the design of financial instruments, the evaluation of PPPs, and impact investing. During his years at the EIB, he focused on the economic and financial assessment of large-scale infrastructure projects (including urban transport systems, motorways, railways, and toll infrastructure schemes) and urban development within both the European Union and partner countries.

He holds a Degree in Sociology from the University of Trento (Italy) and a Master’s Degree in Economics from the University of California at Berkeley (USA).
