Francesca Picarella joined CSIL in 2022 and specialises in quantitative policy evaluation, with a focus on data analysis and counterfactual methods.
Her work supports studies on research and innovation, SME competitiveness, and industrial ecosystems. She has experience in survey design, micro-econometric analysis, and the evaluation of public investment programmes across EU policy areas. Francesca combines methodological rigour with applied research skills, including stakeholder engagement and desk-based analysis.
She previously worked in value chain and microcredit consulting and completed a traineeship at the European Parliament (DG IPOL), contributing to research on the impact of COVID-19 on youth employment and social conditions.
Francesca holds an MSc in Economics and Finance and a BSc in Economics from the University of Padua, with study abroad experiences in France and the UK.
