Emanuela Sirtori started her research activities at CSIL in 2009 and became a partner in 2013. She is a project manager, senior researcher and evaluator specialising in EU industrial policy, research and innovation policy, and regional development. She has contributed to more than 50 evaluation and analytical assignments for EU institutions and national authorities, applying both qualitative and quantitative methods to support evidence-based policymaking. With a solid grounding in economic theory and a practical mindset, she is skilled at designing analytical frameworks, synthesising complex evidence across countries and sectors, and translating data into actionable policy insights. She has particular experience in working with firm-level, regional, and patent data, and in managing multidisciplinary teams in complex projects.
Emanuela holds a PhD in Economics of Technology, Innovation and Development from UNU-MERIT (School of Governance, Maastricht), where her doctoral research focused on the relationship between technological change and industry structure. She also earned a Master’s Degree in Economics and a Bachelor’s in Economics and Social Sciences from the University of Milan–Bicocca.
