Assistance to the contracting party with opinion and advice in the assessment of result-orientation of SME calls in Croatia CCOP 2014-2020
The objective of this project is to support DG REGIO and Croatian national authorities in verifying and improving the result-orientation and targeting of the specific SME Calls. A first set of calls for proposals have been launched in 2015 under the specific objective "SMEs' development and growth improved in domestic and foreign markets". The expected results are to increase the performance of the SME sector, which is addressed through interventions in various sub-areas: the upgrading and expanding of technological capacities and business processes, development of economically viable and innovative tourism products, modern information and communication technologies (ICT), the creation and development of clusters and cooperatives, and other forms of supply and value chains, etc. The outcome of the assignment is the assessment, and recommendations for improvements of the result-orientation of the Calls and the projects selected, both regarding the design of the grant schemes, and the procedures for selection in the call. The project output should assist DG REGIO and the national authorities in monitoring the result-orientation and better designing and targeting of the selected SME Calls. The assessment is based not purely on indicators, but also on the CSIL expert's assessment of the expected role of EU funds on the ground, in terms of contribution to OP objectives: raising the productivity, the sustainability of SMEs in tourism sector, competitiveness etc. Finally, CSIL provides recommendations for Calls that would lead to enhanced result-orientation in the project selection, maximising the impact of cohesion policy in Croatia, within the scope of the selected areas.
