Flat-rate revenue percentages
The objective of the study was to determine flat-rate revenue percentages for the sectors or subsectors within the fields of Information and Communication Technologies (ICT), Research, development and innovation (RDI), and Energy Efficiency (EE) to apply to revenue-generating operations co-financed by the European Structural and Investment (ESI) Funds in the period 2014-2020. The study was carried out in association with T33 (Ancona, Italy).
The flat-rate approach has been introduced as an alternative to the funding gap method for the programming period 2014-2020 and is aimed at determining ex-ante the amount of support for the ESI funds for revenues generating projects (Art. 61(3) of the Common Provisions Regulations.
The methodological design of this study included five main tasks:
- Task 0: Methodological design;
- Task 1: Collecting data;
- Task 2: Analysis of the net revenues generated by projects in the referred fields (data analysis);
- Task 3: Determining flat-rate percentages for revenue generating projects in the sectors or subsectors within the referred fields (data synthesis);
- Task 4: Final study report and presentation of the results to the Commission and the Member States (reporting and presentation).
