CSIL contributed to a study assessing the effectiveness, efficiency, relevance, coherence, and EU-added value of research and innovation (R&I) investments and reforms implemented under the Recovery and Resilience Facility (RRF). Building on the findings of the mid-term evaluation of the RRF, the study provided evidence-based insights into the role of R&I measures in supporting economic recovery, enhancing competitiveness, and advancing the green and digital transitions across EU Member States.
The evaluation covered 395 R&I-related measures included in the National Recovery and Resilience Plans (RRPs). It analysed both horizontal and thematic investments, exploring the interplay between R&I reforms and investments, their alignment with EU policy priorities, and their impact on national and regional innovation ecosystems.
CSIL contributed through quantitative and qualitative analyses, including desk research, data processing, stakeholder consultations, and surveys. The CSIL team authored three case studies focusing on emerging innovators, moderate innovators, and strong/leader innovators, and contributed to the preparation of country fiches offering detailed overviews of R&I implementation across Member States.
The study’s findings support ongoing policy discussions on the post-2027 Multiannual Financial Framework (MFF) and the design of the next EU Framework Programme for R&I (FP10).
