CSIL carried out an interim evaluation of the Horizon Europe programme, delivering a comprehensive synthesis of existing evaluation studies, internal analyses, and public consultations. This work provided the European Commission with an integrated overview of the programme’s performance and impact.
The study involved:
A systematic review of evaluation evidence, highlighting conclusions and lessons learned.
Horizontal analysis across cross-cutting themes, including synergies with other EU programmes, the performance of European Partnerships, gender equality, internal coherence, and the balance of Technology Readiness Levels (TRLs).
Integration of findings from a large-scale survey with over 15,700 respondents (both successful and unsuccessful applicants).
Development of graphs and infographics to communicate findings effectively to a diverse audience.
The evaluation focused on assessing relevance, effectiveness, coherence, efficiency, and EU added value, supporting the Commission in preparing its interim reporting on Horizon Europe.
