Territorial Agenda 2020
Territorial Agenda 2020 put in practice – enhancing the efficiency and effectiveness of Cohesion Policy by a place-based approach.
The aim of the study is to contribute to the diffusion of the main message of Territorial Agenda 2020 (TA2020) by providing concrete examples on how PBA are implemented throughout the EU and illustrating the specific delivery mechanisms triggered. It is expected that this will provide DG REGIO with material helping it to strengthen the territorial dimension of Cohesion Policy, hence enhancing its efficiency and effectiveness.
The study will be carried out through four main tasks:
- Task 1 – Develop a work plan: it is devoted to develop the work plan of the project as well as the draft outline of the study report and of the case studies template.
- Task 2 – Selection of good practices: it aims at selecting a list of 50 good examples of placed-based approach initiatives to be sumbitted to the European Commission which will select the final good examples to carry out case studies.
- Task 3 – Develop the case studies: around 20-24 case studies will be selected. They will focus on the reasons why a placed-based approach was used, what elements form the Territorial Agenda 2020 were taken into account and which not, what problems were encountered and what solutions founded.
- Task 4 – Develop the Final study report: is devoted to develop the final study report that draws horizontal conclusions from the best-practices. It will also present clear arguments and possible barriers for a policy based approach by sectoral policies as well as policy recommendations.
