A new publication on theory-based evaluation

CSIL has recently contributed to a publication - from the Polish Agency for Enterpise Development - devoted to the theory and practice of evaluation of public interventions: Theory-based evaluation in complex environments.

The paper authored by CSIL experts - Emanueal Sirtori and Silvia Vignetti -  deals with a pilot exercise carried out in the context of ex post evaluation of the European Regional Development Fund (ERDF) 2007-2013 programmes. It provides evidence for  the assessment of one of policy instruments under the Regional ERDF 2007-2013 Operational Programme Apulia.  The instrument targeted a high number of micro and small enterprises, pursuing broad objectives and financing many different kinds of actions. The authors adopted a Theory-Based Impact Evaluation approach and applied a Bayesian Network Analysis to investigate changes resulting from the said policy instrument. In particular, authors have assessrd the validity of intervention logic and uncovered the mechanisms of change and the outcomes generated by the policy instrument examined.
