Ex-Post evaluation of ERDF and Cohesion Fund Interventions: CSIL contribution

CSIL is contributing to the comprehensive programme of ex post evaluations of European Regional Development Fund (ERDF) and Cohesion Fund (CF) interventions financed over the 2007-2013 programming period. The evaluation programme has been launched by European Commission, Directorate Regional and Urban Policy, and is structured into 14 thematic work-packages. CSIL is specifically involved in two work-packages: i) Work-package 2 concerning the ex-post assessment of the effectiveness and overall impact of the ERDF in supporting SME innovation and development. ii) Work-package 9 assessing the effectiveness and overall impact of the ERDF investments in the sectors of Culture and Tourism.


With regard to Work-package 2, CSIL is leading a consortium involving the Centre for Strategy and Evaluation Services (CSES) and the Centre for European Economic Research (ZEW) as well as a number of four subcontracting (CASE, Infyde SL, Visionary Analytics and Wifo) and 17 individual experts. Services provided within this ex-post evaluation include: developing a taxonomy of policy instruments for SMEs; performing a literature review to identify the specific strengths and constraints (difficulties, obstacles and market failures) faced by SMEs in relation with their potentialities to innovate and develop; case studies in selected regions; interviews to Managing Authorities of programmes; on-line surveys to beneficiaries; theory-based impact evaluation; seminars and workshop. Results of the Work Package two are expected to be completed on January 2016.


CSIL is involved in the Work-package 9 with a consortium led by IRS (Istituto per la Ricerca Sociale) and including other two partners: CISET (International Centre for Studies on Tourism Economics) and BOP Consulting. In the framework of this evaluation, CSIL is in charge to carry out an on-line survey to Managing Authorities of the ERDF co-funded operational programmes investing more than €15m ERDF in support to culture and tourism activities. The survey is expected to be carried out in November, with results available in December. The evaluation under work-package 9 is expected to be completed in October 2015.
