Ex-post evaluation of Cohesion Policy programmes 2007-2013 - Work Package Two: Support to SMEs - Increasing Research and Innovation in SMEs and SME Development
This evaluation study is part of a comprehensive programme of ex post evaluations of European Regional Development Fund (ERDF) and Cohesion Fund (CF) interventions financed over the 2007-2013 programming period. The evaluation programme is structured into 14 thematic work-packages and takes place in the context of the Commission’s efforts to fulfil commitments in terms of transparency and accountability and to foster evidence-based and result-oriented policy-making. The specific objective of Work Package two is to perform an ex-post assessment of the effectiveness and overall impact of the ERDF in supporting SME innovation and development throughout the European Union over the 2007-2013 programming period. It takes on a specific strategic importance for two reasons: the relevance of measures dedicated to SMEs in the overall ERDF budget, and the importance of SMEs for the European economy in general and European regions in particular. Services provided by CSIL staff include: developing a taxonomy of policy instruments; performing a literature review to identify the specific strengths and constraints (difficulties, obstacles and market failures) faced by SMEs in relation with their potentialities to innovate and develop; case studies in selected regions; interviews to Managing Authorities of programmes; on-line surveys to beneficiaries; theory-based impact evaluation; seminars and workshop.
