Award to CSIL for the best evaluation proposal of the EU Cohesion Policy

CSIL has taken part in the completion for the best evaluation of EU Cohesion Policy launched by the Directorates-General for Regional and Urban Policy and Employment, Social Affairs and Inclusion of the European Commission.

The competition was organised in two strands:

  • Best Completed Evaluation (Strand A)
  • Best Evaluation Proposals (Strand B)

For both strands of the competition, the subject of evaluation required was the effectiveness of operations co-financed by Structural or Cohesion Funds by using at least one of the following three methods:

  • Ex-post cost benefit analysis (CBA)
  • Theory-based evaluations,
  • Counterfactual evaluation.

CSIL has been awarded for the best evaluation proposal (Strand B).

CSIL proposal concerns the ex-post evaluation of Major Projects financed in the Research, Development and Innovation Sector in the 2007-20013 programming period. The aim of this evaluation is to assess the rationale for supporting major Research, Development and Innovation infrastructures in a regional development perspective, and to evaluate their contribution to socio-economic welfare. This is expected to be carried out with a methodology based on project portfolio review and selected case studies with cost benefit analysis and storytelling.

CSIL experts - SIlvia Vignetti and Emanuela Sirtori - were invited to present CSIL proposal for best evaluation at the 7th European Evaluation Conference "The result orientation: Cohesion Policy at work" in Sofia on 16-17 June 2016. About 500 participants joined the conference, including evaluation practitioners from the EU and beyond, representatives of public authorities in the Member States responsible for managing cohesion policy programmes, and academic experts - all working in and experienced with cohesion policy.
