He is founder of CSIL and Honorary President of CSIL's Scientific Committee. He is Professor of Public Economics and Jean Monnet Chair "Ad personam" of EU Industrial Policy at the University of Milan. He is acknowledged at European level as top expert in the evaluation of EU policies, programmes and projects. During his professional career of more than 30 years, he has been involved in studies, evaluations and related activities for the European Commission (especially DG REGIO), the European Parliament, the European Investment Bank, the OECD, the World Bank and other international and national institutions. He is often asked by the European Commission and other institutions to provide input on policies development (e.g. in view of the drawing of the Community Strategic Guidelines on cohesion) or on evaluation methodologies. He is among the top international expert in cost-benefit analysis and is the author of several editions of the CBA Guide adopted by the DG REGIO to assess major projects asking for co-funding in the framework of Cohesion Policy. His main research interests are in applied welfare economics, cost-benefit analysis, industrial and regional policies, infrastructure and growth, government expenditures regulation, privatization, and public enterprise. His recent publications include "Applied welfare economics ? Cost-Benefit Analysis of Projects and Policies" (Routledge, 2014), "Network Industries and Social Welfare ? The experiment that reshuffled European utilities" (Oxford University Press, 2013), "Public Enterprises and Quality of Institutions: Alternative to Privatization" (International Review of Applied Economics, March 2013), "Government spending and growth in second-best economies" (Economic modelling, 2012). Finally, Massimo has been invited as a speaker at several international conferences and events (e.g. CESifo Workshop July 2013,? Seminario Internacional ? Montevideo October 2012, Open days, etc).
