The CBA Guide is intended to be an operational manual, supporting the Evaluation Unit as well as the geographical Units, DG Regional Policy, and other Commission Services in their need to assess and check the completeness and appropriateness of the applications to Funds received by the applicant Member States. At the same time the CBA Guide, suggest to all the other actors involved state-of-the-art approaches to project analysis.

This research study is about the contribution of Objective 2 programmes (financed partially or totally by the ERDF) in supporting regional structural change and enabling adaptation to globalisation. Regions covered are from the EU 25. The unit of analysis is NUTS 2 regions.

Ex post evaluation of Cohesion Policy programmes 2000-2006 co-financed by the European Fund for Regional Development (Objective 1 and 2) - Work Package 7: "Effectiveness of Cohesion Policy: Gender Equality and Demographic Change" (2008-2009)
The work to be carried out is an in depth evaluation study on a selection of regions covered by Objective 1 and/or Objective 2 through 2000-2006 Programming or 2004-2006 Programming to assess the impact of ERDF on gender equality and to explore the implications of demographic change for the ERDF.

Ex post evaluation of Cohesion Ex Post Evaluation of Cohesion Policy Programmes 2000-2006 co-financed by the ERDF (Objectives 1 and 2) - Work Package 6: enterprise environment and innovation (2008)
The overall objective of the WP6 study is to evaluate the implementation and impact of the various instruments used over the 2000-2006 period in the European Regional Development Fund ERDF support for the enterprise environment and innovation, within the Objective 1 and Objective 2 programmes. This study is a policy evaluation and has as its core evidence base ten case studies, six on the enterprise environment and four on innovation and R&D. In addition, two enterprise surveys will be carried out with two of the six enterprise environment case studies.

External evaluation of the European Commission Traineeship Scheme (2008)
The objective of this external evaluation was twofold:
- To assess the efficiency, effectiveness, utility and impact of the Traineeship Scheme; this backward-looking exercise aimed at providing a picture of the TS operations over the period 2000 to 2006, by assessing its overall performance.
- To formulate recommendations to improve the effectiveness, efficiency and utility of the Traineeship Scheme (forward-looking exercise).

Evaluation of the economic evaluation activities of the Directorate General for Economic and Financial Affairs (2007)
The focus of the evaluation is DG ECFIN's activities of providing evaluations of relevant proposals by the other Commission services to ensure that economic criteria are taken into account and preparing economic analysis on several Community policies, both internal (including the Lisbon strategy, internal market, environment, agriculture and employment) and external (enlargement, development, trade and other international affairs). The emphasis of this evaluation is on supporting organizational learning and improving the future functioning of the DG's ongoing activities in the area of economic evaluation.

Evaluation of financial contributions 2000-2003 to European Consumer organisations (2005)
Building on the results of a previous evaluation, the present exercise focuses on cost-effectiveness analysis of EC funding to BEUC and ANEC, with particular attention to the 2000-2003 period, in relation to the following objectives:
- Contribution to EU policy-making;
- Protection and promotion of consumer interests;
- Representation of consumer interests;
- Non-quantified benefits to consumers.

Ex-post Evaluation of the Observatory of European SMEs (2004)
The Project consisted of the ex-post evaluation of the Observatory of European SMEs, aimed at providing an element to decide on the future role and structure of the Observatory, set up in 1992 in order to fill in an information gap concerning SMEs in Europe.
