Guide to cost benefit analysis of investment projects

CSIL experts updated three previous editions of this important official EC Guide taking into account the development of the political, legal and technical contexts of major investment projects under EU Structural Funds. The guide provides support for the selection of the projects to be funded by Structural Funds, Cohesion Funds and ISPA. The main topics of Cost-benefit analysis are the following: identification of project, objectives definition, feasibility study, financial analysis, economic analysis, risk analysis, the calculation of rates of return and the decision of cofinancing.

Effectiveness evaluation of the ICE (Italian Institute of Foreing Trade) promotional programme: a case study

This paper illustrates some results from a still ongoing training and consultancy project, on behalf of the ICE (Foreign Trade Institute), aiming at integrating ICE programming with evaluation and monitoring practices. It discusses the opportunity to extend evaluation practices to fields which are not strictly related to development programmes.

The Evaluation Units Network: a note on a recent institutional innovation in Italy

This note illustrates a recent innovation in the institutional framework for evaluation in Italy. It draws from the author's contribution to the feasibility study of the project. It describes the legal and institutional framework leading to the creation of the Italian evaluation units network and includes final remarks on the future of this original experiment.

European Commission Evaluation Projects: Demand, Supply, Impact

This paper assesses the evaluation projects of the European Commission, and their coordination entrusted to DG Budget. Drawing from and comparing with the experience of the evaluation units network in Italy, the present paper discusses to what extent the evaluation process is managed efficiently and effectively by the European Commission.
