Edward Frank is a senior institutional development expert with wide experiences as project manager and senior expert responsible for the development and implementation of capacity building and institutional reform programmes, infrastructure development, public administration reform and social development programmes worldwide and in particular in the EU candidate and pre-accession countries.

He holds a degree in Social Science from the Erasmus University and obtained a B.Ed degree in Economics from the same university. He has been coordinating and implementing for over 25 years CARDS/IPA-funded investment programs focusing on the preparation of bankable projects, development of national and local credit markets for infrastructure finance and stakeholder involvement in all stages of programming and implementation.

With CSIL he conducted research and evaluation studies for the European Parliament and the European Commission on Structural Funds and IPA pre-accession assistance programmes.
