EVALUATION STUDIES


CSIL's Evaluation Studies assist clients identifying and understanding the effects of public sector programmes with the aim of optimising public spending and increasing accountability and transparency. Our experts have performed several ex ante, mid-term, and ex post evaluations of programmes related to regional development, SMEs support, transport and other fields. Among CSIL's main clients in evaluation there are DG Regional Policy, DG Enterprise, DG Research, DG Eac, within the European Commission.

The approach to evaluation is based on sound analysis and addressed to advising policy makers. It is characterised by the synergic use of quantitative (cost-benefit analysis, cost effectiveness analysis, econometric models, etc.) and qualitative methodology (focus group, interview, benchmarking) and is implemented through a participatory approach.

The professional goal of our experts is not restricted to the mere description of projects and programmes: our consultants try to explain the reasons behind the success or the failure of a project or a programme. This enables us to issue future recommendations, as our evaluations are always action-oriented. The results are provided in well-documented reports, often followed up by workshops and handbooks (see methodology), in order to make the evaluation exercise useful for the stakeholders.

CSIL experts are always keen in adopting ad hoc tools in order to assess investment projects from the point of view of social welfare. They adapt their methodological approach to the sector and area of project to be implemented. They stress the importance to unveil basic assumptions underlying the rationale of projects.
